The company was established in November 2004 under the NHS LIFT (Local Improvement Finance Trust) initiative. The main public sector participants are Wolverhampton City Primary Care Trust, Walsall Teaching Primary Care Trust, Wolverhampton City Council, Walsall Metropolitan Borough Council and Partnerships for Health. The private sector participants are Babcock & Brown and Global Solutions Limited.
